The physical conditions in social care homes for adults in Bulgaria are often cruel, inhuman, and degrading. Many people with mental disabilities in the country are housed in derelict buildings, which are
often filthy with feces on the walls, bedding, and floors. Despite some modest improvements in some facilities since human rights groups first exposed the horrid conditions, a high number of deaths — including from pneumonia, hypothermia, and malnutrition — point to medical neglect and a lack of food and warmth in many Bulgarian institutions.
